April 30, 2004 -- We appreciate this opportunity to introduce you to a new range of environmental contracting services offered by Porter Scientific.
We have available all resources required to assist you in the following areas:
Phase I Environmental Site Assessment (ASTM E 1527-00)
Because hazardous waste cleanups can be very expensive and take years to complete, environmental concerns have become an important factor in property acquisition. A Phase I Environmental Site Assessment (ESA) is an important action a purchaser can take to learn about the property's past use, the environmental conditions at the site and adjoining sites, and the likely presence of hazardous substances. Armed with this knowledge, the prospective purchaser can:
1) Better assess the financial risk posed by potential environmental contamination;
2) Take steps to avoid full or partial liability for cleaning up the property;
3) Demand that the current landowner clean up the property prior to the sale; or
4) Have the cost of the property reduced commensurate with the cost of the
cleanup activities.
The Phase I assessment involves conducting some or all of the following activities:
o Site walk through
o Surrounding area walk through
o Historical aerial photographs review
o Review of chemical use and storage records
o Historical document review
o State, county and local record review
o Asbestos sampling (if requested)
o File search
o Personnel interviews
Our standard Phase I Environmental Site Assessment (ESA) report is conducted in accordance with the ASTM E 1527-00 Standard Practice for Environmental Site assessments: Phase I Environmental Site Assessment Process.
Porter Scientific will undertake to provide a Phase I Site Assessment which will either culminate in a report finding a property to be unimpaired, or a report outlining the extent of potential contamination with recommendations as to the extent of further environmental investigation.
Phase II & Phase III Site Assessments
Should there be a need to conduct Phase II (Site Sampling and Analysis) and Phase III (Detailed Remedial Planning) Site Assessments, Porter Scientific will undertake to conduct sampling and analysis through third party contractors. Upon completion of data collection Porter Scientific staff will then analyze the data and make recommendations to the client informing them of options. Our goal is to provide reasonable alternatives while improving the environment and minimizing costs.
Thank you for the opportunity to introduce our new environmental services to you. To find out more about how we can help you with your specific requirements, please call us at 910-521-0549 or e-mail us at fporter@porterscientific.com.
